Cross-platform

• Aptana Studio - Eclipse Based IDE, able to use PDT plugins, visual JS Editor. Open-Source, Free project. (Community edition merged in).
• Netbeans IDE - A dedicated PHP coding environment and complete integration with web standards. Supports SFTP and FTP. SVN support can be added using plugins.
• Eclipse - PHPEclipse and PHP Development Tools projects. With additional plugins supports SVN, CVS, Database modelling, SSH/FTP access, Database Navigation, Trac integration, and others.
• Vim - provides PHP syntax highlighting, debugging. 

Windows

• Notepad++ — Supports FTP & SFTP via plugin; syntax highlighting.
• PHPEd - Advanced PHP editor with tab support, highlighting of multiple language syntaxes inline, built-in profiler/debugger. Comes with local web server for local testing and debugging. Support for Subversion, CVS, Git. Built in Database browser compatible with MySQL, Postgree, MS SQL Server. FTP client and SSH host.
• PHP Tools for Visual Studio - PHP syntax highlighting, real-time checking of syntax errors, code outlining and navigation features for Visual Studio 2010 and VS11.

Mac OS X

• TextWrangler - Supports SFTP and FTP
• Aquamacs Emacs a GUI for GNU Emacs, made for Mac OS X

• phpDesigner - Supports SFTP and FTP, syntax highlighting for many programming languages; Trial available
• VS.Php for Visual Studio - PHP IDE for Visual Studio 2005, 2008 and 2010. Full intellisense and debugging support for native PHP applications.
• Zend Studio - Supports SFTP and FTP (Eclipse with Zend's Commercial Plug-in)
